Of unknown origin and resident in the USA - and probably made there - this little hand-operated shaper looks to be of about the same capacity as the English-made Perfecto, Drummond and Cowells
The table, missing on this example, appears to have just two locations, high and low, though no doubt an enterprising model or experimental engineer would have been able to make up some packing blocks to compensate for this drawback.
